Have you the turbo on the car and running yet?

I'd dop that first before you start thinking about other things, you may run into a few problems, have yet to see a turbo 1.5.

What exhaust are you running?

After a turbo there isnt a huge deal to make it quicker except build the engine for low comp, a turbo cam, intake mani etc but as ive never seen a 1.5 turbod I dont know what sort of stuff is out there for the 1.5 if another engine isnt similar for rods, pistons etc.

TBH a 1.5 isnt the best base to start with. can make it quite quick id say if you can get the turbo running properly.

Have a xs power down pipe and manifold with a 2wd sierra intercooler witha full stainless powerfolw exhaust system... i bought the turbo kit second hand of a guy who ran it on a 1.5 civic and i saw it running... its not getting fitted till after MOT time...

is there not something about fitting carbs off a motorbike or something like that?

What dia is the exhaust, most likely your first power restrictor.

As for bike carbs, why? the jets on the stock carbs can support up to 1 bar of boost afaik. As said never seen carbs and turbo done.

Was the civic carbed?
